In my experience, lotus plants require an open-topped tank to properly flower. You must allow them to send out surface leaves (the long-stemmed, large leaves that float on the top of the water) for some time before flower shoots will be produced. These surface leaves can become quite large (6-12" in diameter) and shade anything beneath them, so you will need a decent sized tank in order to have them produce flowers, but it is well worth the effort. My Nymphaea zenkeri 'Red' tiger lotus produces about one new flower a week.
