This is just me, but I feel like White Skirts could be a little big for a 10g. In any case you need at least six to make a school.

I wouldn't put any others in there.
    130g: 7 Angelfish, 1 Bolivian, 12 Neon Tetras, 14 Serpae Tetras, 9 Kuhli Loaches, 1 Otocinslus, 1 Corydora ? Ghost Shrimp
I've noticed that people HATE it when you point out how stupid they are, so now I try to do it politely.

+ 1 to Mandyk, those tetras get big and like bigger schools. Maybe trade them in and get 12 neons? Just a suggestion.

Neons, glowlight tetra's, or cardinals are all small fish. A school of about 12 of any of them would be good and maybe even some shrimp.

I mean they get about 2 inches and I have 4 fish, so that's 8 inches of fish... Thats not really too much is it?

The rule of "1in of fish per gal" only applies to small fish that stay small (like the kinds that Lady Hobbs mentioned) - the example of why this isn't a good rule is would you put a 10" fish in a 10gal tank?

Even if you added to what you already have to make a larger group, they will eventually be crowded in a tank that size with very little swimming space - that causes stress in the long run.
46 gal fw tank with black skirt tetras, neon tetras, spotted corys, green corys, 1 guppy, cherry barbs, otoclinus, snails & 4 amano shrimp - plastic & live plants
5 gal QT with green corys & 2 guppies
