One goldfish lying at bottom of tank, other one swimming around help please?

used the old water and added new water to the 24 litre tank, done another test and it's down to 0.5

Good heavens. Goldfish do not belong in a 3 gallon tank or a 6 gallon.

You don't buy the fish hoping someday you can get a larger tank. You get the tank first. What happens if you can't get a 40-55 gallon now in a couple months?

the fish are tiny and i'm sorry I don't have £150 to spend on a tank, I had no idea fish had to have that big of a tank, if you go to a pet store, loads of fish are kept in a small tank

fish can go in small tanks in stores because those are TEMPORARY holding containers. You're comfortable traveling in an elevator. If it broke down and you were stuck there for four hours, you'd be stressed but it wouldn't harm you. That doesn't mean you could live your entire life in one though.

Goldfish are big fish. They need big tanks. If you can't afford a big tank, take them back, and do some research on tiny fish that can live comfortably in tiny tanks. Otherwise your fish are just going to die way sooner than they should.
