For small things superglue works. (plant rhizomes to rocks type)

For larger things, DAP makes an aquarium silicone. (rocks to rocks)

For rocks such as used in reef tanks superglue isnt the best as it takes too much and gets soaked up by the rocks. 2 part epoxy putty is the way to go as it is easily applied underwater and can be formed to the rock making it near invisble over time as it comes to look just like the rock itself. The drawback with any glue in a reef or fowler with a skimmer is the fact that the skimmer will go nuts and overflow with even small amounts used. I always found the best way to do it is right before a water change and keep the skimmer off til the wc is done.

    +1 to Smaug's comments.

That has always worked well for me, after the skimmer settled down that is
If you take your time to do the research FIRST, you can successfully set-up and keep ANY type of aquarium with ease.

+2 To the Epoxy comment. There are a few different brands out there. Personally I have tried 1 from Home Depot and 2 made especially for aquarium applications. I personally prefer the one made by Fluval. The Home Depot product was definitely cheaper, but it hardened much quicker and was not easy to work with in the tank. IMO, the extra money for the Fluval stuff is worth it.
