I can't help you with removing the skimmer, but a strong viniger solution works great for removing the deposites typically left in a tank that was used for a marine set-up
If you take your time to do the research FIRST, you can successfully set-up and keep ANY type of aquarium with ease.

You might be able to just wipe it down with a viniger solution follow by several really good rinsings with clean fresh water.
If that doesn't work, then you could try running the set-up with a viniger solution for a day or two followed by a good cleaning and many good rinses with clean fresh water
Once the tank is clean to your liking and has been rinsed really well several times, you should be ready to set it up
EDIT:
I fogot to mention, if the tank is acrylic, do not scrub it with anything that is not ment for acrylic tanks. Also, only rub the acrylic lighty as to aviod scratching it. The depots left by coraline algae can (at times) be abrasive to acrylicLast edited by Cliff; 10-08-2012 at 03:42 PM.
