Still, sounds like the prop manager is being a bit of a dink...he's allowed a 55 but not a 110? I haven't seen a rental agreement yet that gets that particular. I think the manager just saw it and decided he didn't like it!

Just because he would LIKE a 55, doesn't mean the property manager would allow it.
Its not uncommon for lease agreements to specify their largest without prior consent rules on aquariums (normally 10-20 gallons). They also typically allow or disallow without prior approval waterbeds in rental agreements.
If that is the type of agreement he signed, then the property manager isn't being a "dink" in any way shape or form.

Something about the guys desc is a bit fishy as well. States he just set it up but take a look at that skimmer and how cruddy it is.

i know my old property i lived at would only allow up to 50G tanks because of the weight of the tanks. some structures may be weaker than other, also load bearing walls and such. so many factors do go into that with the property- great find though.

my property manager has strict rules to what can and cant. for free i can have anything 5g and under. they complained about my 5.5g.... for 200$/yr i can have tanks up to 800 pounds (i assured them 75g and under stayed under 800 pounds) this was when management changed and needed some help deciding. over 800 pounds is prohibited. anything outside those guide lines causes a fine which i think is a bit over the top but W/E lol.
