If you have a decent filter, you can have 15 neons and the shrimp you want.
I had to buy my shrimp from AquaBid.

Do not try to cycle the tank with neons or shrimp.

My filter came with the tank, "10i power filter" Is that pretty good? And I wouldn't want to over do it. I'd get 4 shrimp max. 2 Snails max. And 10 tetras max.

Oh a large school of tetras is lovely. Cherry shrimp would be very pretty!

I've never heard or seen that neons are nippy...but without a betta it's not a problem anyway.

Your stock sounds good...the filter is a little weak, but you can keep up with your water quality by frequent water changes (recommended anyway). A 10g is so easy to do w/c for.
20 gallon with a male betta, neons, glowlights, and red cherry shrimp. (work in progess) Recently added a few LIVE plants and driftwood, Woooohoooo!

I actually want a semi weak filter. If the filter was too strong, my fish would scram like in Finding Nemo and try to find their families! Just joking, the fish might not do good if it was strong and they can't escape the current.

I actually just found a dedicated fish store, which has cherry shrimp! Only problem is they look more expensive.

I know a ton of people order their fish online...I've never tried it (I'm rarely home during the day) but I've heard it can be pretty inexpensive.
