best heaters; low-light plants
I'm looking to buy a heater for a 20g freshwater community tank I'm starting. My budget is ~$30. I've read good things about Hydor. Other suggestions?
Also, I would like to add live plants, but I'm not looking to invest in good lighting right now. Are there any low-light, hardy plants I can plant?
Suggestions for either of my questions are welcomed.

Sera aquarium heaters are my heater of choice.Ebo jager are also okay.

Jagers are my heater of choice.
For low light plants there is an exceptional list in this sticky courtesy of dave66 right here.

At my high school there is a fish tank with a bunch of hornwort
that thrives on the light coming in through the window on the north side of the building.
occasionally the aquarium lights would also be turned on but that only is 0.5 wpg so
I would say that is quite a low light plant!
