Seems like this is a dead thread-but I'm able to open up a picture with these steps:
right click-select open with-select Microsoft Office 2010.
The picture opens, select edit the picture.
One option for the edit is for web documents-and it'll decrease the size to work on the forum.
Just another idea!

Or put them on a website like photobucket and set the options to resize them all to 800 x pixels.

Better yet, download Irfanview, a free, simple, easy to use photo editing software.
Open the image in the application, go to Image, click Resize/Resample, pick your settings, and viola! New smaller image, saves you time uploading and allows greater customization.
