I would suggest only using bio-media in all four of the baskets. That always worked great when I had used a 405. The below link is for the product that I use in my filters

Fluval 405
Hello--
I have just found your iteam about the 405.
My tank has been used before so it does contain some bactiria,
What I eventually put in was---
1 -top-- POLYWOOL
2--BIOMAX
3--CARBORN
4--AMMONIA CRANIALS
As suggested by Pets at home
but the water is slightly cloudy
and the Nightrate high
There isn,t any fish in it yet as i'm not realy satisfied with it.I'm no expert on pumps and would be thank full for help.
