I will be cycling the 75...
I will be cycling the 75 gal tank as he mentioned before. From what I have remembered from all my other tanks, that if i take some of the water from a tank that is thriving and stable(no sickness or parasitic organisms like ick), it should help. I have also been told by many in the past that if i would take a piece of the filter in a tank that already stable that it would help the process along as well. in this tank i might end up using a hole filter to kick start it. I will be also be placing a Special Blend of Microbe-life to give it another head start. This stuff worked wonders when i set up my other tanks in the house. It has the bacteria that is needed to start new or a tank that has been treated for bacterial infections and lost most of their helpful bacteria.

The water holds almost no bacteria, you would really just be transfering nitrates.
Is there any other fish in with the Oscar? If not, go ahead and move him and the existing filter to the new tank. instant cycle, no need for adding boosters. Then set up the new.filter on the tank as well after about 4 weeks it should have plenty of bacteria in it as well. Having 2filters running on the same tank is great, it gives you that much more filtration.Someday, when I have all the fish tanks I want, I hope to be featured on an episode of animal hoarders.
