Depends on the kind of turtle, but generally anything that's smaller or only slightly larger than the turtles will end up as dinner.

my turtles have a dock and will soon be getting a little hut on top of the tank they can climb on. my turtle tank has a double sized filter on it for the gallons it is, and it's currently only half full till i get the hut finished. currently they only seem to hunt new born guppies. they leave everything else alone. the turtles are like an 1"-1.5" shell size currently. and they actually really like the betta. even protect him from bully fish when they were in another setup temorparily.
turtles must also have large tanks as they grow, hence why i was looking to add the black ghost. my worry was the little bit of electrial would bother the turtles. and i figured they both eat the guppies. my species of turtle only gets 8" at it's largest. and averages more around 6" in shell size. and hoped that a large tank mate would avoid being eaten. the black ghost would actually be larger than them to start.

I wouldn't keep any fish in with turtles unless I was okay with them ending up as food. I know people get away with it, but it isn't worth the risk for me. I've seen a huge koi with a nickel-sized bites taken out of his back by little turtles who didn't know the same size or larger rule.
For me, it just isn't worth it.
