You said that your tank is 40 centimeters long, and your fish is 15 inches. These are both the same size. You can understand why members here are skeptical about your post since that fish would not survive for long in a tank that size. Please be clearer with your responses and post photos or we will have to assume that you are trolling.
im sorry okay :( but im not trolling i just dont know what to do thats why im here to ask some advice

That tank is not 40". It looks like a 10-20 gallon. I am guessing the goldfish are more like 4-6".

Tetra is not the food I would feed. If it is available where you are I would only feed New Life Spectrum.

Water changes, water changes, water changes. When ANYTHING is not right the first and best option is always water changes.

My first instinct is also to say the filter is inadequate, BUT if the water is clear and not full of debris and there is no detectable ammonia or nitrite then by definition there is enough filtration on that tank. However, it may be barely enough and if anything ever caused the filter to stop working you would want a second one on there to keep running.

An air pump is always a good idea, especially with goldfish.

    What country are you in?

If NLS isn't available there go with the Hikari Lionhead food, it is very good for fancy goldfish. I would not feed Tetra at all.
