Brhino had a good notion with increasing the school size. I'm basing my opinion on the fact that I didn't have nearly as many tetras as you do, and I know they are a busy fish. I think you just have too much movement in the tank for them to be comfortable.
If you don't mind experimenting with a chance at disappointment, then go ahead and try a bigger school.
If they come out, then you'll still have to sink a bit of food for them, mine never came to the surface to eat, they cruised for sinkers.

I think they use their whiskers/nose to find food more than they use their eyes (completely subjective observation on my part) even tho they aren't bottom feeding cats.

If I did try a bigger school ( as I am pretty attached to all the fish in there )
would a larger rock shelf or a certain type of plant help them ?

Well, it would give them a bigger place to hide if they wanted to, but would not address your issue of them coming out at least to eat.

Mine were more concerned with current - they had a favourite spot (out in the open) in the tank where they "sat", station keeping.

As to plants, sorry, I've no idea what they may or may not like as my tank at the time was not planted, so I never looked it up.

    Thanks Sheamurai ,

    I appreaciate your help

I will increase to 10 and give them a bigger area to school together
as the pot they sit in is a good size for 5 but not big enough for 10.

But if it makes them feel more secure and their health remains good I will feel better about their situation .

I have researched glass cats before as I think they are a pretty awesome looking fish, really quriky looking. Broader leafed plants like amazon swords are said to be their liking as it provides shade and makes them feel more comfortable. Adding more plants in general to a tank can never really be a bad thing, all the fish will benefit.
    My therapist says I need a bigger tank . . . . .

Are you quarantining your new fish first? I only ask because you never know what a new fish could bring with it and infect your whole tank - fish can get stressed just from the move to your home
treating a 5-10gal tank for ich is cheaper than treating an 83gal with the potential for less fish loss - just my 2cents
46 gal fw tank with black skirt tetras, neon tetras, spotted corys, cherry barbs, otoclinus, snails & 4 amano shrimp - plastic & live plants
    5 gal QT
Remember: Our job is to take care of the water our fish live in
