water change during fish-in cycle

Everything I have is on the power plug. One click and all is turned off. I drain the tank, add the dechlorinator, refill and hit the switch. Done!

Hi! I'm new and so desperately want to learn how to do things right. Do you add dechlorinator to the drained tank and then refill or do you add the dechlorinator to the fresh water bucket and then pour it into the drained tank?

If I'm doing a 20% change on a 10 gallon tank, would I always add the specified amount of dechlorinator for a 10 gallon tank or only enough to "dechlorinate" the new amount of fresh water?

Add the dechlorinator to the fresh water bucket and then pour it into the drained tank. Only enough to "dechlorinate" the new amount of fresh water.
