Cement and primer
Im currently in the process of plumbing my freshwater tank. My question is, " is the cement and primer that oozes out the INSIDE of the pvc pipe safe for the fish? "

As long as you let it cure for at least 24 hours it is safe.
That is what I have done for both of my tanks, both drainage and pressure lines
I also deleted you other identical thread you had started as it was asking the same questionIf you take your time to do the research FIRST, you can successfully set-up and keep ANY type of aquarium with ease.

I'll second that. Its harmless once it cures. Most of my plumbing has a ridiculous amount of primer spilled on the inside, no ill effects.
