As long as your water quality is high (weekly partial water changes) and ammonia and nitrite is zero, in my opinion you aren't overstocked, though I don't know what species of Corys you have, since some grow larger than others. A photo would be helpful of one of your corys so I can ID it.

What is the nitrate concentration? If it is under 20ppm you are not overstocked.

Are the fish you have are full size? You have to keep in mind that when they grow they will increase the bio-load. When in doubt change the water.

For a 10g I would say way over stocked.
Peppered corys can get nice and large 3-5in I seen them.

The 1in per gallon is a load of rubbish. And should not be taken for a grain of salt.

Just right. Then lets say a nice peaceful 10in severum like mine could go into a 10g tank.

I am more for just study the fish and simple size for size and kind of a ratio of fish size to tank size.
For example I have a 8in synodi catfish in my tang tank which is 4ft long at 83g. And with the size of the fish I see no problem in the tank size. It is very simple for it to dash from side to side and were ever with out feeling cramped.
