does any one know a easy to care for killi that likes high ph and hard water?

Aquarium kid, why all the new threads? Just ask all your questions together, youve asked about guppies and gouramis and killis. To answer your question, most killifish like soft acidic water, what's your pH?

My ph is at least 8.4 but is hard to be sure because that is the end of my test kits scale.

Most fish can adapt to a different pH if they are introduced slowly to it - the pH of the tank in the fish store could be very different than what comes out of your tap, but if your water is slowly added to what the fish comes in (called acclimation), the fish shouldn't get stressed.
What are you using to test your pH - a liquid kit or strips?46 gal fw tank with black skirt tetras, neon tetras, spotted cory catfish, cherry barbs, guppies, snails & 4 amano shrimp - plastic & live plants
5 gal QT with green corys & 2 guppies

but i am not sure how old the chemicals are as they came with my tank when i bought it used.

Ammonia, Nitrate, GH, High Range pH,
Phosphate, Copper, Calcium all last for 3 years.
Nitrite and KH will last for 5 years.
