Shipping aquatic plants from Canada to the states

What are the regulations on this? Is it even possible?

What sort of protocol will have to be followed?

I have someone willing to send me some starts of plants from their tank,but in Canada so we are both a little clueless.

It is possible. I tried to find a direct source of information but couldn't. Instead, I found some indirect info.

That's the website of a Canadian company that sells pond plants and supplies. Apparently you need a "phytosanitary certificate" which costs some amount of money. I'm not sure how you'd go about getting one, or if perhaps the standards are more relaxed when it's just one private citizen shipping plants to another, rather than a company doing business across the border.
