Duckweed?
I'd say the prefilters make a difference. Even with this buildup it still runs just fine.Who is "General Failure" and why is he reading my hard drive?

And now you know why we all hate Duckweed... First time I got Duckweed I ended up with a dwarf version. BIG mistake. My tank looked like a green snow globe...

Yup, duckweed.
Have fun!!
Just kidding, its not that terrible it just takes some effort to get rid off.
In some tanks it looks gorgeous.

Oh I like it, free food for my apple snails, mbuna, and goldfish. Doesn't cause any real problems, other than sometimes the flake food can be hard for the fish to get to, but the filters are fine as long as that prefilter is on them.

I've got Frogbit and Dwarf Water Lettuce. Of course I have Duckweed as well even though I've TRIED to eradicate it...
I'm guessing that it would work out much better in a tank that didn't have an HOB filter but a Sponge and/or Canister/Wet-Dry Filter where the output of the filter is actually below the surface of the water instead of the HOB waterfall.
Other floating plants can corral the duckweed so it doesn't get blown all over by the current.

Just get some apple snails. I have to keep adding duckweed every few weeks.

It can get out of control quickly. It used to cover the surface of my 10g in a week. I slowly eradicated it and now I only have a very small amount.
