    Goldfish do NOT belong in ANYTHING smaller then a 40 gal.Koi do not belong in any POND smaller the 1500 gallons.To even consider getting a fish that has the potential to reach over 2 ft nd keep it in a tank no bigger then 2 ft is cruel and imbecilic.I certainly hope your father reconsiders this thought.Ive heard you mention different ideas your dad has had concerning fish keeping in the past,we are here to educate,have him do some research please.
