I need help with what is growing my tank. Here's the history...

This is a 14 gallon bio cube with 1 figure 8 puffer in it. It's completely cycled and has been running for a few months (I cycled it by using media from my 90g cichild tank that's been established for a couple years). A month or two ago brown and green algae started to grow and so I cut back the lighting to about 9 hours a day. Since figure 8 puffers are brackish, I started up'ing the salinity in the tank and it seems the algae growth increased.

Now the question... I've noticed an stringy green substance growing in the tank and I'm not sure what it is. I'm guessing it's algae of some kind but I'd like a little help in identifying it. The pic you're looking at is a close up of my heater with 3 or 4 examples of the stringy substance. (Sorry for the bad pic.. It's a cell phone pic).

    Thanks for your help!
