Java moss and java fern don't have to go in the substrate and you can just tie them to whatever bits of rock or wood you have in there..

They will grow fine in low light..

    Hornwort would work as well..
    75g - 20 cardinals : 7 panda cory : 5 Julii cory : 9 zebra danios : 1 CAE : 2 SAE : 2 yo-yos : 1 BN
    25g: 5 long-finned zebra danios

I just planted a bunch of micro sword in a 3 gal nano tank. Its cheap and in a small tank is easier to mantain. Its not considered a low light plant but there are exception.A tennelus plant may also do well.Other then that you are kind of stuck with the old standbys that doug mentions. It is fairly easy to put more light cheaply on small tanks, the small lights that take compact fluors come to mind.

Anubias nana would be a good option that doesn't get too big.

I've got Java fern in a 5g with some hygrophila, pennywort and indian fern. the last two are as floating plants ... pennywort need high light though.

Just about anything you get will need to be pruned regularly though since it'll get too big for such a small tank.
