Should I add my betta?
I have my betta in a filterless small tank. I just aded cycle to my empty 20 gal. I plan to put more fish in, but should I put my betta in now before it gets too low in ammonia?
Her home right now is full of ammonia I bet.
should I add her now?

You should be fine if you put it on a large bowl and add a cup of the new tank water every 20-30 min for a few hours.

You betta should be fine in the small tank.
Adding "cycle" doesn't do much of anything to the tank. Until the tank is truly cycled, which can take as long as 6 weeks or more, I wouldn't add a betta to the tank.
How are you planning on cycling the tank? Were you able to find ammonia? My AC Fish Gallery:

I know how you feel ... the LFSs push cycle a lot, but I've never really been impressed about it's performance.
Finish the bottle and stop buying it. It doesn't do any harm, just not any good either. My AC Fish Gallery:

there's some debate about the good or not of "cycle"... But since you have the bottle, keep using it, even after you got the ammonia... It can't be bad... And for some people on this forum it even help to finish cycling their tank quicker (not in my case though!)...
As for the Betta... As long as you made regular water change (with aged water) in her bowl... she's going to be fine (your betta is a female, if I remember correctly...)... But please, dont put her in the uncycled tank... Even if she's a betta, she need water of good quality...
God luck for your tank and cycle!21 gal: 4 Ornate, 7 Pencilfish, 1 Oto, 7 Amano, 1 Peckoltia-10 gal: 4 Betta rutilans, 6 Galaxy, 1 Cherry, 1 Hillstream -5 gal: 2 Endlers, snail, tiger shrimp-15 gal: 2 Peckoltia, 6 threadfin R.

I might have been wrong, I'm still new to this, but I have a betta in my fresh tank that is still cycling, so I'll let you know how it turns out.

IMO cycle is worthless for anything except emergency mini-cycles.. I would stop using it and just save the rest just in case you ever need to lower the levels. Water changes are much more effective than cycle i think. I would also leave the beta just do more wc's in the smaller tank until you get the first tank cycled, you probably wanna introduce the betta last anyways.
