New filter???

I picked my 10 gal from craigs list like two months ago and it seems to me that the filter is not flowing through enough water so I might get a new one. So my question is. Since some of the bacteria is on the filtration system would I affect the cycling or how can I do it so I won't stress the fish????

Transfer the old media over to the new filter, or run both at the same time for a few weeks to let the other filter establish itself.
