I believe the 15 gallon is the same footprint as the 10 gallon, so I would guess no to more fish but a resounding yes to better water quality!
8 tanks running now:
1x 220 gallon, 2x55 gallon, 1x40 gallon long, 1x29 gallon, 1x20 gallon long, 1x5.5 gallon, 1x2 gallon
Gouramis, barbs, rasboras, plecos, corys, tetras, fancy guppies, swordtails, ottos, rainbow shark, upside-down catfish, snails, and Max and Sparkles the bettas.

i think the next size difference is a 20 but i think that only adds 4 more inches to the length

i'd go for it... bigger is better!
50G Tank - Kyathit Danios, Zebra Danio, Swordtails, Silver Hatchetfish, Platy, Gold Barbs, Cherry Barbs, Bolivian Rams, Apisto, Zebra Loaches.
20G 'Nano Fish' Tank - Pygmy Rasboras, Lampeyes, Sparkling Gouramis, CPD, Bronze Corydoras, Cherry Shrimp
Wanted: More CPD's and Loaches.

Red-eye puffers yes, with Otocinclus, no. The puffers will eventually (or immediately) kill the Otocinclus. Puffers need to be kept alone, as they will taste any tankmate you put in with them. With their little sharp beaks tasting is usually fatal to tankmates. A puffer tank is a great place to get rid of unwanted snails; they adore them.

if you could get a 20g long that would be the best but if not a 15g is better than a 10g
