Possible tumour?? Help!

Hi everyone, I've had this goldfish in my tank for around 4-5 months and the base of one of his fins was a bit red when I first got him.
Over the past couple of weeks, this redness has started to grow larger and more pronounced. I'm worried that this is a tumour and that he could be suffering. He isn't using that fin much at all now; but still gets around just fine and has his normal appetite. His general behaviour hasn't changed either.
Please let me know what you think this could be - I have put a fungal/ parasite treatment in the water a couple of times so I don't think it's that. I also gave him a salt bath a week or so ago, but no improvement so far.
