Fish isn't well, in need of help.

First starters, I've owned other fishes before ex; oscars, betta, goldfish, koi, etc. However this is my first time having a problem with a fish. The current fish I'm having a problem with is a white with one red dot goldfish (shubunkin?) The fish is in a temporary 10g tank (will upgrade to a 50g next month if it survives) and has a submersible filter. Currently had gotten a pleco to assist the algae growth, however due to the pleco attacking the goldfish the pleco now lives in a separate tank. I am well aware that having both in a tank that's is wayyy too small was not a good choice once I saw it physically. Once I had removed the pleco, the following day I notice the goldfish being sluggish, I chucked it up as he misses his little buddy even though he got attacked. Started to notice on the goldfish fins/tail red streaks, thought nothing of it because I had gotten him new food (brightens his color). For the pass couple days I had saw him just stay at the bottom of his tank in a corner, only coming up once in a while. The goldfish is normally extremely active, so seeing him in this state was odd and concerning. I had taken closer inspection and notice two tears on his tail as well as little specs. Seeing as though I have never had any problems like this before, I done the most reasonable thing, google it. After searching for quite some times I had come to the conclusion of one or two things; the water or ich. I have never had problems with the water before. However I had bought water test strip (I know it wouldn't show accurate results, however where I live they don't have any testing tubes). According to the back of the test strip box, pH,KH,GH needs to be increased and the nitrite needs to decrease. As far as the ich, I wasn't certain if I should treat him like he has it, just in case if it happen to just be bubbles on his tail.

My question would be; If the KH and GH is the problem, what could I add the fix it? If they aren't, any suggestion on what could be the cause?
Also any tips, tricks, comments in general would be extremely helpful!

You don't list ammonia levels, I'm betting the fish is suffering from ammonia poisoning.

Get some of this, do a large water change, and use this conditioner, no other chemicals necessary: https://www.amazon.com/Seachem-Prime.../dp/B00025694O

GH and KH aren't the issue, water quality is most likely very poor.

I will add that in addition to the probably high levels of ammonia (which is the only reason there are streaking in his fins) the pleco probably was sucking on the goldfish's body slime and that is the damage you see on the fins. NEVER good to house a pleco and goldfish together as one produces lots of slime coating and the other loves to eat slime coating.

Learned that many years ago as I also housed some fantails with a pleco and noticed odd ulcers on the goldies. Then I caught the pleco in the act one night when lights were out. He was rehomed the next day as that was when I was a 1 tank-girl and had no where else for One-eye Willie to go.

Also almost 100% you have a long fin comet which are more metallic-not Shubunkin as for it to be a Shubunkin is should have blue tinge with less than 50% of the body having red and the tail need black speckles. Beauty of a comet though.
