Default Unsure about this condition? Missing scales? Something else?

I'm not sure what ailment is currently on my otocinclus. The white spot looks like scales or some skin is missing. The layer is definitely lower than the rest of the grey surface. The white patch does seem to be growing very slowly. The eye near the patch does also seem to be bulging out slightly.

Any ideas for help would be great!

It's gotta be Cotton Mold- a Parasitic infection caused by a fungus known as Saprolegnia. Cotton Mold is also known as Saprolegniasis and Cotton wool disease. Infected fish appear to have white cotton growth on its body. This disease will affect the amount of mineral salts and water in the fish. Affected individuals may swim at awkward angles, as well as having difficulty breathing. This disease most commonly affects the members of the genus Saprolegnia.
Cure: Mortality rate is higher when affected. Treat with Malachite Green, Copper Sulfate, Sodium Chloride, Hydrogen Peroxide, and Formalin. These Cures have brought some recovery.
Another possible disease may be Ich, less likely though.

I've never seen an oto this close before. Hope this was helpful. I'm curious to know more about the tank you've got the him/her in.
