Can you try soaking food in some garlic juice and ebsom salt solution? Garlic increases acceptance and improves taste, while Epsom salts are a fishy laxative. Epsom salts are way better for bloated fish than sodium chloride. If you do dose sodium chloride with a bloated fish, use a very low dose.

And just know that mouthing the food is a good sign. They can still take in meds or salts by mouthing it. Hopefully some garlic juice will entice them to swallow it.

I know it's been a while they are not getting great nutrition but not eating, but when they are not feeling well, they won't want to eat much just like us. Especially a blasted fish. Keep up with your good work, I respect you for trying to save our beloved fish.

Oh ok no bloating? Then get a garlic clove and squeeze juice into their food. It'll soak in. Good luck! I hope you can get him to eat.
