Seachem Prime will render the ammonia from the chloramines in your tap water inert for 24-48 hours, that's why it is advised to check your tank ammonia levels 24 hours after a water change.
My tap measures 1.0 ppm of ammonia, I don't worry about it because I use Prime.

I use prime too. My water is usually pretty good. I get a bacteria bloom here and there and makes the tank cloudy but that's about it

Bacteria blooms are usually the result of a tank that is cycling...what is your reading nitrIte?...a cycled tank usually has some nitrAtes
Are you using a liquid test kit?
