Default neoprene safe for aquarium use?

Would this neoprene strip be safe in a freshwater aquarium? I need something solid and pliable to make a substrate border that I will glue stones to. Also, would aquarium silicon be enough to attack small rocks to it?

Make sure to let the silicone properly cure.

Yes, it's pretty noxious, 48 hours at least.

If the silicone still smells, it is not ready.

You can use 100% RTV silicone or another 100% silicone such as GE All Purpose 100% silicone. As long as it is 100% and doesn't have things like mold inhibitors and whatnot, you can use it and it should be cheaper.

Your LFS should have silicone made specifically for aquariums.

Divers' wetsuits are made of neoprene, and most scuba diving is done in saltwater. But they're also used in freshwater rivers or lakes, mainly by professional rescuers or homicide teams searching for bodies or evidence. From that, we can conclude that neoprene is okay in either fresh- or saltwater.

Thanks all, I was reading about divers using neoprene so I was hopeful. The only thing that makes me unsure is, during my research I came a to a forum of people talking about how neoprene inhibits silicon from curing? Has anyone heard of that? The forum was one for mermaid people lol. Never heard of it, but if there's furries, why not merpeople lol. Anyway, they were talking about making their tail fins out of neoprene and attaching scales or something to it. That's when they brought up the issue with silicon and neoprene.
