Question Algae problem in 10g planted tank.

    0 Not allowed!
I have had a problem with brown algae(I assume is diatoms) and green spot algae since I moved. My tank is on my dresser in my room, it gets maybe a hour of indirect sunlight during the day. I'm running a Aqueon Quiet Flow 20 filter, a Finnx StingRay led light, and I have it moderate planted with live plants. I don't over feed, if anything I underfeed. my stock is 2 Bolivian Rams, 2 Black Kuhli Loaches, a Upside Donw Catfish, 3 ghost shrimp, and some wild trumpet snails. the snails and shrimp eat anything that the fish don't.
    My parameters are normal.
    Ammonia: 0
    Nitrite: 0
    Nitrates: 30
    PH: 7.8
i have been doing 10% PWCs for 2 weeks now, I'm going to increase to 20% this week.
i clean the walls of the tank when it is unsightly to look at, so every 2-3 weeks.
i keep the lights on for 6-8 hours(depends when i wake up, once school starts it will be 8 hours every day.
i don't know why it' coming back so fast, i also clean my decorations every other week, and my plants when ever i notice a decent amount of alage on them.
should i get some ottos to eat the algae or just keep cleaning and pwcs?

You should be doing bigger WC's with the stocking you have.

i know, but last time i did a big pwc my ph went through the roof, i am slowly building up so that doesn't happened again, i try to let the water sit out over night with a piece of mopani wood in it to lower the ph some but i don't have a large continer to do that with anything over 2 gallons, should i just do like a 10% every 3 days?
my tap ph fluctuates between 8.0 and 9.0. depending on the time of the month, I thinks it's the chemicals the city puts in it.

Don't use ph adjusters, steady ph is better than fluctuating ph.

Let a sample of your tap sit out in a glass for 24 hours, then test ph.

In the meantime, if you have to do small WC's, do 3 or 4 a week.

I wouldn't mess with the ph of the tank at all for now...don't fix what ain't broke

If you have diatoms, they should dissipate over time on their own...if you have spot algae on the glass, use these to clean the walls of the tank...be sure to buy the ORIGINAL, not the kitchen or bath ones
