It won't make any difference on speed I'm afraid all you need now is patience and allow nature to take its course as is let the filter mature :)

The white stuff this time is probably dust from the media in the bio-bags. Speeding up the filter won't hurt the cycle, and may speed it up if there is more oxygen getting to the bacteria growing on the media. You probably won't notice a difference in the time it takes to cycle the tank.
I hope you were told in the other thread you mentioned that a 29 gallon tank is much to small for your fish and the silver dollars are schooling fish.
When I go fishing I just throw sharp rocks in the water and wait for the dead fish to float to the top... Kingfisher

I think my fish is adjusting well to the four gallon, He's laying on his side attempting to go to sleep on the bottom of the gravel.

Every time I go to do a water change there is a bunch of white stuff that comes out and fills up the tank. Should I just continue to do water changes or should I do something to the filter?

Do not every change any of the filter media (cartridges) until you are cycled. If you never rinsed your cartridges prior to putting them into the filter then that is the reason why "white stuff" comes out of the filter.

I'm getting really excited. The tank is really starting to look clear :) . How do I know when the cycle is over and when the cycle is done, what should I do with the filter?

You know the tank is cycled when tests show 0ppm ammonia and nitrite and some amount of nitrate. Keep the filter running. I clean my filters by rinsing the media in old tank water and replacing it back in the filter about once a month
