    I would suggest a 50%, just in case the level actually is at 0.5ppm. You really need to make sure the ammonia and nitrite do not get above 0.5ppm, preferably no higher than 0.25ppm
    If you take your time to do the research FIRST, you can successfully set-up and keep ANY type of aquarium with ease.

    If it were me, I'd up that wc to 50%. Did you happen to pick up a water syphon while at the store?

    I just finished the 50% water change you guys recommended, and yes I did pick up and use a water siphon, though I couldn't figure out how to use it to put water back in to the tank.
    Anyways, the water change is done, and the fish are swimming in conditioned water. Now what? Should I test for pH?

    The fish already seem happier, they're all going from the top to the bottom now. Must be enjoying the new clean water, though the temperature dropped to about 72 degrees.

    Wait, should I move my Vampire shrimp to the 10 gal tank? He's supposedly really delicate, I don't know if he'll survive the cycling process. All my other fish are hardy enough I think.

    You're doing great so far. You can control your water temp from the faucet and want to stay within 1-2 deg of your tank temp (lower is better than higher).

    When you complete a water change, you need to make certain the new water you put in is as close to the tank water as possible.
    Did you get a siphon or a water changer? If you only have a siphon you cannot use it to replace water. A water changer is what you need for that. see this link at Amazon

    Don't worry over much about your PH while the tank is cycling. It's g oing to fluctuate. You need to be much more concerned with the Ammonia and Nitrites.

    3 deg is a bit too much - it shouldn't change by more than 2 deg. That's a nice looking tank. And yes, you will need to rehome the goldfish or get him a much bigger tank.

    Thanks again for all the advice, I'm using all of it.
    How many years, would you say, can I keep the goldfish in the 20 gallon tank? I don't have any other options right now, I can't spend any more money on this hobby for now. I'd only need to move up to a 30 gal, right?
