If your cycleing it should grow really fast from nitrates and stuff it is best to put plants in you tank during your cycle after ammonia is dropping so they will grow and root in faster.

    Java moss
    Anubias ssp.
    Java Ferns
Some Cryptocoryne ssp. Especially Wendtii and Undulata. But these can be touchy plants prone to "crypt melt." The whole plant will appear to die but may very well come back if you leave it in there.

Hard plants? Or hardy haha I know what you meant but here's a few that I have had that will do fine under regular flouescents
Hornwort, marimo moss ball, cabomba green or purple, dwarf baby tears, brazilian penny wort, aponogeton , onion plant, the last two are bulb plants you have to buy a pack of the bulbs the others are regular plants you buy that are in tanks and stuff.
