    Default aggressive neons???

I have kept neons and cardinal tetras before and have had no trouble with aggression. I have them in a planted tank which I have never done before... What kind of conditions would drive a community fish to be so mean to each other?

    I have a high PH
I did keep the tank at 25 degrees but have lowered it to 23 degrees in an attempt to "cool them down"

    Currently 5 neons/cardinals
Just added 3 cory cats today and no change in behaviour. Corys have been harassing the neons a bit but not badly.
    29g - planted ; 5 cardinal tetras ; 3 cory cats

The tank is big enough for them so I don't think it is territorial aggression. You might need to get more to create a larger group. Most fish, even those which are considered extremely peaceful like neon tetra, will find a "pecking order". A larger group of this schooling fish should help to ease the aggression.
When I go fishing I just throw sharp rocks in the water and wait for the dead fish to float to the top... Kingfisher
Everything happens for a reason. Sometimes that reason is you are stupid and make bad decisions.

I think my fish is adjusting well to the four gallon, He's laying on his side attempting to go to sleep on the bottom of the gravel.
Imitation is the sincerest form of flattery.
Dear naps, sorry I hated you so much when I was a child... Love me

I see a few reasons why they might be showing aggression. First, we are talking Celsius right? I'm gonna go ahead and assume so and carry on. Second, IME cardinals prefer a lower PH. Thats also the answer I got when when researching before I got my cardinals. Third, I don't think cardinals and neons school together. I may be wrong, but if not, you should bump both separate schools of fish up to 8-10. As long as your tank is big enough for more fish. Corys also would be happier with a bigger school. At least a school of 5 Corys would improve their behavior greatly.

    Is this a bare tank?
You're keeping 2 shoaling species in insufficient numbers.
25c is very high for a lot of cories, 23 is fine for neons
