  1. Default Floating plant that's legal in Texas?

I'm looking for a floating plant for my 65g that's legal in Texas. I'd prefer if it clumps up, since it's for my pencilfish, and I'd like if maybe it flowers, though that isn't necessary.
Here's a list of the plants that are illegal in Texas:
    Giant Duckweed
    All Salvinia
    Water Hyacinth
    Water Lettuce
    Hydrilla (Florida Elodea)
    Lagarosiphon (African Elodea)
    Eurasian Watermilfoil
    Alligatorweed
    Rooted Water Hyacinth
    Paperbark
    Torpedograss
    Water Spinach
    And one that's federally prohibited:
    Giant Salvinia
I hate hearing people say "it's only a $3/$5/$1 fish/shrimp, so it's ok if it dies, I can just get another." It's still an animal! All animals should be treated like they're worth $10,000.
29 sw: Damsel, shrimpgoby, pistol shrimp, waspfish
65 fw: Rummies, glowlight tetras, pencilfish, darters, ottos, f betta, goby, dwarf gourami, ninjas
29 fw: Chili rasboras, pygmy cories, P. Gertrudae

I don't see frogbit or red root floater on the list, neither is hornwort, common duckweed, and watersprite.

Hornwort more goes all over the top third of the tank, I'm going to have just a little bit of it wound around some roots. Duckweed gets eaten in my tank and I'm not sure who's doing it, plus I'm looking for something bigger that my pencils can maybe get in.
Watersprite looks fairly good, frogbit ought to be nice, and red root floater is pretty but a bit long. Thanks! Hmm... Maybe I'll go with a mix of two or all of those. Would that work, do you suppose?
Hey, the RRF and frogbit are nitrate suckers, aren't they? Awesome.
