    looks like some form of algae? is it harmful?

    my filter hasn't been going for long before the last time I checked, (a month tops) and that stuff wasn't there last time

    Inside the filter itself? Coating your media? Maybe bio-matter? Does it clean off easily? How long has the filter been running?

    Looks kinda like hard water buildup. I get it on all sorts of aquarium stuff.

    I do have hard water that leaves white stains, just usually its hard not soft and slimy is your buildup more slimy too?

    inside the filter where the water flows, and yes it does just whipe right off
    only about 2 months tops the filter has been running recently, its an older system though and I had used it before a few years ago in a gold feeder fish tank for my turtle
