My temp in my Tank was at 29c, i lowered my heater down but it made no difference at all in fact i had it at 22c and it still stayed at the same tempature is this because of the heat we are getting ???

Is your house 29c, if so I would say yes, this is because of the heat.

I think my fish is adjusting well to the four gallon, He's laying on his side attempting to go to sleep on the bottom of the gravel.

its about 26-27, does that not effect the fish sudden rise etc?
And should i put the temp on heater back up tp 27c ??

24-25c on the heater is fine, it won't come on unless the water gets cooler than the temperature it is set for. How long do you keep your lights on, they might be raising the temperature of the tank.

Filters could also be generating heat, from the movement of the motors. I noticed that when the filter was still working on the 2gal, it would stay a good several degrees above room temp without a heater, but as soon as the filter stopped working, the temp dropped closer to room temp.
