Since Congo's were already mentioned more then once, Black Phantom tetras. Some times you can get larger sized specimens which will help with your Serpae's.
Edit; sorry Honey Badger I didn't see until now you also suggested Phantoms. I hate it when that happens.

You could try Black Ruby Barbs. ;] They're one of my new favorites. I just took a video of my 75gal tank that I'll put together and post later. They're beautiful, quite active, peaceful and will also help clean your tank of some algaes and detritus. Love 'em.
If I didn't already have a crappy experience with Black Phantom Tetras, I would have recommended them.
