I take it you're not talking about an AC?
If not, did the box show there was supposed to be a media holder? If so, I'd call the company and ask for one. Sometimes, the holders act in a straining capacity to keep some of the junk from reentering the water. they also hold BB.
But if there's not supposed to be a holder, then just tuck the media into the filter, careful not to over fill it and block water flow

i got the aquaclear 30 used.
it had no media in it or a cover or the holder thing.
since there was no media in it i took the media from my ac 20 which was running in my tank and put it in there.
now i want to replace that ac 20 media for a ac 30 media. then i want to put the ac20 media back in the 20 and use it for the ten.
how much neon tetra's should i steal. there is 8 in the other tank

the media basket in the AC does help filter out some of the sludge and BB will colonize on it. However, if you have a sponge and bio max you should still be okay.
the neons are small without a huge bioload. rather than split them up I'd put the entire school of 8 in the 10 gal. then just watch your water perimeters closely and again, if you have an ammonia spike, keep doing water changes if necessary to keep it around .25 ppm until the bb catches up again.

Lack of planning on your part does not constitute an emergency on my part.
Why pretend there are no stupid questions? Actually, There are many stupid questions: "Should I drink this bleach?" Is just one example.
Having said that, Just because it's a stupid question doesn't mean that it shouldn't be asked. It's better to know.

Not having one is very easy to fix was my point & certainly it comes with one for a reason.

If you cannot find anything else on the wide wide world of Amazon to bring your total up the free shipping threshold .. I'd wager that amazon is not the only place on the planet to get one.

No, a one degree difference is really negligible.
