+1 to Cliff's advice - you should be seeing your ammonia being "eaten" rapidly and going down to 0 pretty fast after adding it if your tank is at the end of the cycle (along with 0 nitrites) - the big water change at the very end is to bring your nitrates down to a safe level (20ppm or less) before adding fish.
