Closest I could find would be a species of samolus. The aquatic forms are a bit taller but maybe under high light they stay lower?

Im thinking the non dwarf form on pilea baby tears. How deep is the pond? Normally it grows on the edge of water but I have grown it underwater in high light setups before.

Actually I take that last one back, baby tear is pretty rare to be a hitchhiker. Don't know why I didn't see it right away but im pretty sure its Bacopa Australis, or at least a type of Bacopa, there are many. The leaves have a distinctive shape that all my Bacopa plants had, and they had almost no root structure below the substrate, they liked to creep.

all the bacopa species grows taller than just against the substrate.... they also have a thicker stem.... but the leaf structure looks alot like Bacopa caroliniana. maybe theres a dwarf variety?

Well, that, in my mind, rules out bacopa. I stick with my guess.

There is a tiny nub at the bottom that looks kind of like a rhizome but it does not get bigger than that.
