Is this okay?
After I have finished cleaning the sand and doing a water change is it okay to put dechlorinator into the tank and then put in tap water using a python hose from the sink? Will this still get rid of all of the chlorine in the water?

That's how I do it, and it works fine for removing chlorine and chlorimines (spelling?) from the tap water
I use prime and I make sure the replacement water is as close to the temp in the tank as possibleIf you take your time to do the research FIRST, you can successfully set-up and keep ANY type of aquarium with ease.

great I normally use a 1 gallon bucket to fill it back up and it is taking way to long, especially when I take out like 30 gallons.

just make sure you add enough dechlorinator to treat the entire tank. for instance if you have a 30 gallon tank and you do a 50% water change, add enough to treat 30 gallons. Some people even add 1 1/2 times the amount.30 gal FW:corys, ABNP, blue angel, nerites & mystery snails

I believe most conditioners can be overdosed up to 5x without any harm to the tank. The real issue with conditioners like prime that detoxify ammonia is that they reduce the oxygen level in the tank so if you do add extra then you need to make sure it's properly aerated.
