Is it a good idea to have procastimus fish (bottom feeders) in the tank if you are trying to breed black tetras?

I believe the word you were looking for there is Plecostomus, or just Pleco for short.
If you are trying to breed an egg laying fish, you would most benefit by having the least amount of fish that will eat the eggs in the tank with the eggs. If you are trying to breed them to sell you would want to have a separate breeding set up from your community tank.

Or, short answer. No, not at all. In fact after the parents have done their thing they are best removed. Any tetra will eat it's own eggs and fry if they get the chance.
