What I would do, if I were you, is read the stickies in the beginners section on cycling as you are now cycling a tank with fish. Purchase an API liquid master water test kit, if you don't have one. (test strips are highly inaccurate) Check your ammonia and nitrites every day before you do a water change. If either ammonia and or nitrites near .50 then do an immediate 50% water change. Your goal during a cycle is to keep the ammonia at around .25 so there is enough to keep bacteria growing. It may take you 2 - 3 months to get the tank fully cycled but if you change the water as I outlined above, you will eventually get there.
In the meantime, while you may not be able to get your money back for the tetrras at Wal mart, you could donate them to an orphan tank at your local petsmart or petco. Again, you won't get your money back but it would be a solution for the incorrect stocking issue.
A single betta in your 5 gallon can be a lot of fun. You could also add a mystery snail or two for some additional visual movement and interest.
