Having kept tropical fish for many years, and now retired and have downsized to a 60 litre tank, which the fish are quite happy in , however I keep the light on for 7hrs, but having down sized I see the plants are getting spotted with brown algae, not being used a smaller tank what is the best remedy to stop this occurance.

Google some pictures of diatoms to see if that is what you have
This can be common in tanks with new substrate due to the silicated that can be release or when you have silicates in your water supply.If you take your time to do the research FIRST, you can successfully set-up and keep ANY type of aquarium with ease.
