It depends if you want big fish or small fish and whether you plan on planting it, although it seems fantastically difficult given that the tank is 3ft high. If I were to stock it with bigger fish, as already suggest, perhaps 4-6 angels with a school of 50 neons... maybe discus. Smaller fish I would do 20-30 pygmy cories with a school of 150-200 chili rasbora.

I certainly like the idea of angels, I've never had any...would you throw in any tank mates for them? The first response, with the mixed community was more where I was leaning towards.....especially danios and hachets! What about zebra barbs?
Very bad idea zebra barbs with angels. Way too much potential to get serious nipping battles. Any of the bigger tetra species will do nicely with the angels. You got enough floor space for 8 cories at least. Perhaps, once it's established a school of otocats and leave it at that.

+1 to talldutchie; several of the Hyphessobrycon familey of tetra would work well in your tank. Some common named ones that come to mind would be: Rosy, Bleeding Hearts and Bentosi. Other tetras to recomend would be Diamond, Lemon and one of my favorites the Emperor.

Indeed. Emperors are nice but bleeding hearts done properly is also a very rare sight.

May I respectfully disagree with this - from my understanding, neons (or any other small fish) could become lunch for angels and discus belong in their own tank. If I didn't have neons in my tank I'd have an angel myself.
