I'm starting to think I should investigate whether or not I can "mod" the lights so that the lights default to on when they have power available. This way, I could use a timer. Might do some Googling.

A long overdue update on this one. The moss didn't do so well and I ended up adding more and more hygrophila and alternanthera cuttings that there wasn't enough space. I ended up taking out the wood and planting it up as a stem plant nursery. The moss was left free-floating at the back and it just went brown and died. Not the best. No idea what was wrong, hey ho. The stems are doing well!
Here's how it looks now. I'm about to empty it completely and plant up my new 350 litre montser tank with it. After that, I'll probably sell this as I won't need it any more.
